e-Zero FIR: A Game-Changer in India’s Fight Against Cybercrime

In a landmark step toward bolstering cyber security and ensuring speedy justice for victims of cyber fraud, Union Home Minister and Minister of Cooperation, Amit Shah, has announced the launch of the e-Zero FIR initiative under the Ministry of Home Affairs’ Indian Cybercrime Coordination Centre (I4C). This cutting-edge system aims to revolutionize the way cyber financial crimes are addressed, by enabling faster registration of FIRs and swift action against perpetrators.

What is the e-Zero FIR Initiative?
Launched as a pilot project in Delhi, the e-Zero FIR initiative will automatically convert complaints related to cyber financial frauds of ₹10 lakh and above, reported via the National Cybercrime Reporting Portal (NCRP) or the helpline number 1930, into Zero FIRs. These FIRs will be registered electronically at the e-Crime Police Station of Delhi and immediately forwarded to the relevant jurisdictional cybercrime police stations for further investigation.

Victims will also be allowed to visit the cybercrime police station within 3 days to have their Zero FIRs converted into regular FIRs, streamlining the process for lodging official complaints and beginning investigations.

A Vision of ‘Cyber Secure Bharat’
The e-Zero FIR system is a major step toward realizing Prime Minister Narendra Modi’s vision of a ‘Cyber Secure Bharat’. Recognizing the hardships faced by victims in recovering lost money, Amit Shah directed the implementation of this system during a recent review meeting at I4C. It aims to ensure that every genuine complaint receives prompt legal attention, removing the bureaucratic delays that often hinder cybercrime investigations.

Integration of Key Systems
This initiative leverages the power of technology and inter-agency coordination. The NCRP, Delhi Police’s e-FIR platform, and the National Crime Record Bureau’s (NCRB) Crime and Criminal Tracking Network & Systems (CCTNS) have been integrated to create a seamless reporting and enforcement mechanism.

Such integration ensures real-time data sharing, automated FIR registration, and quicker action by the authorities, thus reducing response time significantly.

Legal Backing Under New Criminal Laws
The system has been established in line with Section 173(1) and 1(ii) of the recently introduced Bhartiya Nagrik Suraksha Sanhita (BNSS). These provisions allow electronic FIR registration regardless of territorial jurisdiction, making it easier for victims to lodge complaints from anywhere without worrying about location constraints.

National Rollout on the Horizon
While the e-Zero FIR initiative is currently being tested in Delhi, the Ministry of Home Affairs plans to expand it across all States and Union Territories in the near future. The Delhi e-Crime Police Station has already been notified to register e-FIRs and forward them to jurisdictional police stations for cases that meet the specified criteria.
