Delhi Bans Firecrackers at Clubs, Hotels Ahead of Christmas and New Year After Goa Nightclub Fire

New Delhi: In a strict move aimed at enhancing passenger and public safety, the Delhi government’s Excise Department has imposed a blanket ban on the use of all types of firecrackers, including electric firecrackers, at licensed hotels, clubs, and restaurants ahead of the Christmas and New Year celebrations.

The decision comes five days after a deadly fire at a nightclub in Goa, which claimed the lives of 25 people, prompting authorities across states to reassess fire safety preparedness at entertainment venues.

Strict Fire Safety Compliance Mandatory

The Excise Department has directed all establishments planning to host Christmas and New Year events to strictly adhere to fire safety regulations, warning that any violation could lead to cancellation or suspension of licences.

In a circular, the department reiterated that complete compliance with fire safety norms is non-negotiable, especially during the festive season when venues witness large footfalls.

Reference to Earlier Fire Safety Circular

The latest directive refers to a previous circular issued on May 30, 2024, which mandates that businesses occupying 90 square metres or more must ensure timely renewal of their Fire No-Objection Certificate (NOC) and comply with all prescribed fire safety standards.

Even smaller food and beverage outlets, with floor space under 90 square metres, have been instructed to maintain adequate and functional fire safety equipment on their premises.

Valid Fire NOC Compulsory

In the latest circular issued by Tanveer Ahmed, Deputy Commissioner, Excise Department, all licence holders have been instructed to ensure they possess a valid Fire NOC and that all fire safety equipment is properly installed and fully operational.

The circular clearly states that any failure to comply with the restrictions will invite strict action under the Delhi Excise Act, 2009, and the Delhi Excise Rules, 2010, including suspension or outright cancellation of licences.

Copies of the directive have also been forwarded to the Municipal Corporation of Delhi (MCD) and the Delhi Police for enforcement and coordination.

CM Calls for Zero Tolerance After Goa Tragedy

Earlier, Delhi Chief Minister Rekha Gupta strongly criticised the owners of the Goa nightclub where the fatal fire occurred, stating that strict action must be taken against establishments lacking proper fire safety infrastructure.

She emphasised that public safety cannot be compromised and warned that negligence in fire preparedness would not be tolerated.

Focus on Safe Festive Celebrations

With thousands expected to attend year-end parties across the capital, authorities have made it clear that fire safety violations will be dealt with firmly, signalling zero tolerance for lapses that could endanger lives.
